For this tutorial we will use this image
1. Open the image in photoshop without cutting
2. Duplicate the base twice and set both copies to Screen
3. Select the level top and go to Image> Adjustments> Color Balance and set it
Halftone -> -44, 0, +100
4. With the same layer selected go to Image> Adjustments> Hue and Saturation and set the Saturation to +50
5. Select the level immediately above the base level and go to Image> Adjustments> Brightness and Contrast. We set up brightness and contrast to +30 +40
6. We select the highest level. Add a layer, fill it with color # 000425 and set to Exclusion
7. Add a layer, fill it with color # C0E9EB and we set on Color Burn
8. We combine all levels, duplicate the new base and set to Soft Light
9. We select the top level and go to Image> Adjustments> Hue and Saturation and set the Saturation to +60
10. Layer> New Adjustment Layer> Color Balance
Halftone -> +19, +15, -20
11. Now we combine all levels and crop our image (resize if necessary) until you get a 100x100
12. Paste the texture as a new layer and set to Lighten
